The National Action Plan for the Child Guarantee (PAGPI) 2022–2030 implements in Portugal Council Recommendation (EU) 2021/1004 of 14 June 2021, adopted during the Portuguese Presidency of the Council of the European Union, which aims to ensure that children and young people in the most vulnerable situations have access to a set of essential services. The PAGPI was approved through Council of Ministers Resolution Nº 3/2023 of 17 JanuaryOn 19 March 2024, the first Biennal Report was approved, presenting the main progress achieved and the work developed within the framework of the Child Guarantee since the beginning of the Plan’s implementation. In 2026, a second Biennal Report was prepared, continuing the monitoring process of the PAGPI and providing a more in-depth analysis of its implementation. The report highlights the progress made, the evolution of the measures implemented, the results achieved, and the challenges that remain in fulfilling the objectives of the Child Guarantee in Portugal.

Presentation of the Child Guarantee Action Plan 2022-2030
